DESCRIPTION:Event Summary\n\n\n\nThe first nation to operate a nuclear reactor on the Moon to survive the lunar night will unlock a new era of development and settlement\, while setting new standards and norms of behavior for humanity. How can the United States position itself to be that nation rather than follow China’s lead? \n\n\n\nThat question and others were addressed by Dr. Bhavya Lal at this WSBR luncheon. She delivered the first public briefing on a new study she led for DOE’s Idaho National Laboratory. Dr. Lal recommended taking a strategic\, stepping stone approach to space nuclear development\, starting with the demonstration of a small power reactor on the lunar surface. \n\n\n\nDr. Lal then joined a panel with space nuclear experts Joseph Cassady of L3Harris Technologies\, Alex Gilbert of Zeno Power and Dr. Robert O. of USRA. Dr. Lal will present the findings from her recently completed INL-funded report\, Weighing the Future: Strategic Options for U.S. Space Nuclear Leadership. This will be followed by a panel discussion with our three experts on U.S. space nuclear strategy. \n\n\n\nWe hope you will join us for this in-depth discussion on timely issues in satellite licensing\, along with the good food\, networking\, and audience participation Q&A you’ve come to know and love at WSBR. \n\n\n\n\n\n\n\nPanelists\n\n\n\nDr. Bhavya Lal\, Professor and Former NASA Associate Administrator for Technology\, Strategy\, and Policy\n\n\n\n\n\n\n\n\n\n\n\nDr. Bhavya Lal is currently a Professor at RAND School of Public Policy. She most recently served as NASA’s Associate Administrator for Technology\, Policy\, and Strategy\, advising the NASA Administrator and senior leadership on a broad spectrum of domestic and international policy issues\, strategic planning\, and technology investments. During her tenure at NASA\, she also broke new ground as the first woman to act as NASA’s Chief Technologist. In the early days of the Biden Administration\, she was the highest-ranking Administration appointee at NASA\, serving as the acting Chief of Staff. In all these roles\, Dr. Lal was instrumental in advancing the NASA Moon-to-Mars program\, and spearheading initiatives in planetary defense\, space sustainability\, space ethics\, and space nuclear systems. She also played a pivotal role in formulating critical policies on international competition and commercial space ventures.   \n\n\n\nBefore joining NASA\, Dr. Lal directed influential analyses at the Institute for Defense Analyses’ (IDA) Science and Technology Policy Institute (STPI)\, leading high-impact studies on space commercialization\, government investment strategies\, and economic policy frameworks for emerging space sectors. Her research has directly influenced U.S. space industrial policy\, orbital debris mitigation strategies\, and market-driven approaches to national security space programs.  \n\n\n\nDr. Lal has frequently testified before Congress and the National Space Council on economic and policy issues related to space commerce. She has authored peer-reviewed papers and reports on topics including space nuclear power investment models\, asteroid resource economics\, and private-sector participation in space infrastructure development. She continues to shape the future of space economics through formal advisory roles at NASA\, the National Academies\, and international space policy organizations. She currently chairs the International Astronautical Federation’s Space Economy Committee.  \n\n\n\nDr. Lal’s extensive research and leadership have earned her numerous accolades including the NASA Distinguished Service Medal\, Associate Fellowship at the American Institute of Aeronautics and Astronautics (AIAA)\, the AIAA Public Service Award for “lasting and sustained leadership in national space policy and setting the course for NASA’s future missions to the moon\, Mars\, and beyond\,” and induction into the International Academy of Astronautics (IAA) and YWCA’s Academy of Women Achievers.   \n\n\n\nHer academic credentials include bachelor’s and master’s degrees in nuclear engineering from the Massachusetts Institute of Technology (MIT)\, a second master’s from MIT’s Technology and Policy Program\, and a Ph.D. in Public Policy and Public Administration from George Washington University. She is a member of the honor societies for both nuclear engineering and public policy and public administration.  \n\n\n\n\n\n\n\nJoe Cassady\, Director of Civil Space Programs\, L3Harris\n\n\n\n\n\n\n\n\n\n\n\nMr. Cassady is the Director of Civil Space Programs in the Washington DC Operations for L3Harris where he helps oversee strategy development and architectures for future space and launch systems. He obtained his BS (1981) and MS (1983) in Aeronautics and Astronautics from Purdue University as well as a Graduate Certificate in Systems Engineering at the George Washington University in 2005.  His current interest areas include architectures for human missions to Mars\, Space Mobility and Logistics (SML) and space debris remediation. Mr. Cassady holds five U.S. Patents for Electric Propulsion (EP) technology. He has four decades of experience in propulsion development\, flight operations\, mission architecture and systems analysis. He has authored more than 75 technical papers dealing with EP\, power systems\, attitude control systems and mission analysis and recently co-authored a textbook\, Rocket Propulsion\, with Professors Heister\, Anderson\, and Pourpoint of Purdue University. Prior to joining the Washington office\, Mr. Cassady held roles in Development Engineering\, Project Management\, and Business Development and led flight project teams for the 26 kWe ESEX arcjet system (which still holds the record as the highest power EP system flown) and the EO-1 Pulsed Plasma Thruster system.  In addition\, he has served on a number of advisory groups for NASA and the DoD.  Currently he is a member of the National Academies Space Technology Industry Government and University Roundtable (STIGUR)\, which advises and reviews the NASA technology portfolio. He is an Associate Fellow of the AIAA\, is vice-president of the Electric Rocket Propulsion Society and serves as Executive Vice President and member of  the Board of Directors for ExploreMars\, a 501c(3) non-profit dedicated to promoting STEM and human Mars exploration. In 2021\, he was named as an Outstanding Aerospace Engineer by the School of Aeronautics and Astronautics at Purdue and he was elected as a Member of the International Academy of Astronautics in 2024.  It is his lifelong goal to see humans join their robotic precursors on the surface of the Red Planet. \n\n\n\n\n\n\n\nAlex Gilbert\, Vice President of Regulation at Zeno Power\n\n\n\n\n\n\n\n\n\n\n\nAlex Gilbert is the Vice President of Regulation at Zeno Power\, spearheading regulatory strategies for commercial radioisotope power systems for space\, maritime\, and terrestrial applications. He is also a PhD candidate in Space Resources at the Colorado School of Mines\, researching astronaut nuclear safety and space nuclear governance for applications on the Moon and Mars. Previously\, Alex was at the Nuclear Innovation Alliance\, pioneering regulatory modernization for advanced reactors at the Nuclear Regulatory Commission. \n\n\n\n\n\n\n\nDr. Robert C. O’Brien\, Director\, USRA’s Center for Space Nuclear Research\n\n\n\n\n\n\n\n\n\n\n\nDr. Robert C. O’Brien serves as USRA’s Director of the Center for Space Nuclear Research and is an adjunct Professor at the University of Idaho. Dr. O’Brien is a subject matter expert in advanced space power\, propulsion and energy utilization technologies including nuclear systems testing\, as well as in-situ resource utilization\, material extraction\, and manufacturing science and engineering.  Prior to joining USRA\, Dr. O’Brien led special reactor concept projects\, advanced nuclear instrumentation\, nuclear fuels\, national and international projects\, and initiatives at Idaho National Laboratory for NASA\, the U.S. Department of Energy (DOE) and the Department of Defense. \n\n\n\nDr. O’Brien led the development of Advanced Manufacturing capabilities for DOE including first-of-a-kind capabilities to utilize electric Field Assisted Sintering Techniques (eFAST) and was responsible as architect of capabilities at INL’s Materials and Fuels Complex Advanced Fuels Facility for the first experiments and production of nuclear reactor fuels using 3D Printing techniques. As Principal Investigator under the DOE Transient Testing Program\, Dr. O’Brien served as part of the TREAT Reactor Restart Project (2012-2018) and led some of the first modern experiments in TREAT as Principal Investigator of the NASA SIRIUS Testing campaign (testing Space Nuclear Propulsion Program fuels under hydrogen at temperatures up to 3000 K). Prior to his experience within the DOE laboratory system\, Dr. O’Brien’s early career was as a researcher at the University of Leicester Space Research Center where he initiated assessments for a UK – European solution for radioisotope power\, and the use of 241-Am as a heat source fuel; performing early americium oxide-cermet encapsulation experiments. \n\n\n\nDr. O’Brien holds a Masters of Physics with Space Science & Technology from the University of Leicester (2006)\, and a PhD in Physics Research from the University of Leicester (2010).  He was nominated Fellow of the Royal Astronomical Society 2008. He is responsible for the development\, acquisition\, and management of reliable and cost-effective communications and navigation services to meet NASA and other Government Agency requirements for human and robotic space exploration programs in Earth\, Lunar\, Mars\, and Deep Space. \n\n\n\nKevin has served in senior executive roles in industry and the government\, including as the Army’s first director of the Assured PNT Cross-Function Team and Direct Reporting Program Manager for PNT. Mr. Jordan will continue to serve concurrently as assistant secretary of commerce for environmental observation and prediction at the National Oceanic and Atmospheric Administration (NOAA). \n\n\n\nMr. Jordan brings more than 15 years of space policy and operational experience to the role. He previously served nearly a decade on the staff of the House Committee on Science\, Space\, and Technology as the committee’s subject-matter expert on NOAA\, environmental satellites\, and civil space programs. In that capacity\, he was the lead author of the Weather Research and Forecasting Innovation Act of 2017. \n\n\n\nDuring President Trump’s first term\, Mr. Jordan served as a senior policy advisor at NOAA\, where he supported the agency’s satellite programs and provided strategic oversight of major space-system acquisitions. Most recently\, he was a principal at Innovative Federal Strategies\, advising commercial space and technology companies on legislative and executive-branch engagement. \n\n\n\n\n\n\n\nModerator\n\n\n\nKevin O’Connell\, Founder and CEO of Space Economy Rising\, LLC\n\n\n\n\n\n\n\n\n\n\n\nKevin O’Connell is a recognized expert on space commerce\, the global space economy\, international intelligence and U.S. national security matters. For almost four decades\, he has focused on space commercialization and technological competitiveness and how to advance them in global markets. He has also focused on how these innovations impact U.S. and allied national security. \n\n\n\nHis U.S. government assignments include the Department of Commerce (SES)\, The Department of Defense\, The Department of State\, The National Security Council\, The Office of the Vice President\, and The Office of the Director of Central Intelligence. Within the private sector\, Mr. O’Connell was a senior research analyst at RAND and was the first Director of RAND’s Intelligence Policy Center. In 2007\, he founded Innovative Analytics and Training\, LLC\, a consulting firm specializing in assessing high-tech market areas including geospatial markets\, cloud computing\, and cyber analytics. \n\n\n\nMr. O’Connell’s most recent role was Director of the Office of Space Commerce (OSC) within the U.S. Department of Commerce. He was the principal architect of outreach to U.S. private space companies to facilitate innovation and encourage increased market growth and viability. He focused on the growing role of the private sector in space\, encouraged new space partnerships\, worked to ensure the competitiveness of the U.S. commercial space industry\, and advanced American leadership in space safety and sustainability. Mr. O’Connell testified before Congress on space policy and regulatory issues\, American space competitiveness\, and the growth of space commerce. He was awarded the Vice President’s Dedicated Service Award for his support to the National Space Council. \n\n\n\nMr. O’Connell also expanded international outreach on space commerce issues with a wide range of U.S. allies and partners\, especially to compare notes on regulation\, encourage new partnerships and advance space safety and sustainability. His overseas space engagements included participation in the U.S.-Japan Comprehensive Space Dialogue\, as part of a Space Delegation to Luxembourg\, and including high-level discussions with the EU\, India\, Thailand\, Singapore\, Indonesia\, and Commonwealth partners. \n\n\n\nMr. O’Connell is a recognized expert on the policy\, security\, and commercial aspects of satellite remote sensing technologies and markets. He served as the Executive Secretary of the Independent Commission on the National Imagery and Mapping Agency (NIMA) in 2000 and later as an advisor to the Director\, National Geospatial-Intelligence Agency. He was a long-standing member of NOAA’s federal advisory committee\, ACCRES\, including as Chair between 2012 and 2016. \n\n\n\nMr. O’Connell has been a regular author on space commerce issues. He contributed the foreword to “Space Policies for the New Space Age: Competing on the Final Economic Frontier\,” by Bruce Cahan and Mir Sadat (NewSpace New Mexico\, December 2020). He co-authored Commercial Observation Satellites: at the Leading Edge of Global Transparency (ASPRS/RAND\, 2000). He will also share his thoughts on the Committee’s activities\, a new Commercial Space Bill\, the nation’s space program\, and how the private sector can best be harnessed to advance the President’s space ambitions. \n\n\n\nFeatured Speaker\n\n\n\nCongressman Mike Haridopolos\n\n\n\n\n\n\n\n\n\n\n\nCongressman Mike Haridopolos is an experienced leader with a rich history of public service\, business success\, and a steadfast lifelong commitment to conservative values.  \n\n\n\nCongressman Haridopolos began his career teaching United States History and Political Science at Brevard Community College—now Eastern Florida State College\, and taught classes as an instructor at the Bob Graham Center at the University of Florida. \n\n\n\nRepresenting communities in Brevard County in the Florida House of Representatives and the State Senate from 2000-2012\, Mike championed transparency\, reduced taxes\, and advanced conservative reforms. In the Florida Legislature\, Mike quickly established himself as a capable lawmaker who stood firmly rooted in his conservative values\, and pushed for greater government transparency and accountability for Floridians\, leading the effort to put the state’s budget online. In 2008\, he sponsored and championed Florida’s constitutional amendment reducing property taxes and allowing homeowners to bring their tax savings with them when they move to a new home.  \n\n\n\nServing as President of the Senate from 2010-2012\, Mike made transforming the Florida Senate into a more conservative policy body a key objective of his time in office. \n\n\n\nAfter leaving office in 2012\, Haridopolos started a successful business and political consulting company. As the AA\, Dr. Fox creates a balanced portfolio of carefully chosen missions and research goals to enable a deep scientific understanding of Earth\, other planets\, the Sun\, and the universe. These efforts lay the intellectual foundation for the robotic and human expeditions of the future\, while meeting today’s needs for scientific information to address national concerns. \n\n\n\nDr. Fox joined NASA in 2018 as SMD’s Director of the Heliophysics Division\, where she led a world-class team in understanding Earth’s most important and life-sustaining star. She oversaw NASA’s work to study key space phenomena and improve situational awareness of the very space our astronauts\, satellites\, and robotic missions travel through as they explore the solar system and beyond. Her portfolio also included NASA’s robust space weather research to help the U.S. government better predict space weather\, which can interfere with radio communications\, affect GPS accuracy\, and even–when extreme–affect electrical grids on the ground. \n\n\n\nDr. Fox has authored numerous scientific articles and papers\, in addition to delivering science presentations worldwide. She is known for her keen ability to make science accessible to a broad range of audiences\, as well as her stellar leadership\, creating a sense of purpose and belonging in her teams. In 2021 she was awarded the American Astronautical Society’s Carl Sagan Memorial Award for her demonstrated leadership in the field of heliophysics. In 2020 she was awarded NASA’s Outstanding Leadership Medal. In 2024\, she received an honorary Doctorate of Science from the University of Hertfordshire and an honorary fellowship of the Royal Astronomical Society. \n\n\n\nPrior to August 2018\, Dr. Fox worked at the Applied Physics Lab at the Johns Hopkins University\, where she was the chief scientist for heliophysics\, as well as the project scientist for NASA’s Parker Solar Probe–humanity’s first mission to a star. Dr. Fox’s extensive project\, program\, and supervisory experience included serving as the Deputy Project Scientist for the Van Allen Probes and the operations scientist for the International Solar Terrestrial Physics program. \n\n\n\nDr. Fox graduated from The Imperial College of Science\, Technology and Medicine in London with a B.S. in Physics. She received an M.S. in Telematics and Satellite Communications from the University of Surrey.
