Senior military officials, civilian agency leaders, and members of Congress routinely emphasize the urgency of bringing fast-moving, innovative space companies on as government customers, and of fielding new capabilities at speed. Yet many of the same companies that successfully demonstrate a capability — through a prototype, pilot, or Commercial Solutions Opening award — hit a wall when they try to convert that success into a sustained program of record or a durable, funded requirement. Innovation has no defined requirements!
This panel will unpack why the “demo-to-program” transition remains so difficult, and what concrete, practical fixes could unstick it.
